On October 31, 2020, Doctor Miguel Villarroel (Vice President of the Federation of the Red Cross and Red Crescent) participated as a keynote speaker at the Annual Meeting of Diffusers of the Costa Rican Red Cross
The diffusers are volunteers of the National Society of the Costa Rican Red Cross and are in charge of the training of paid and voluntary personnel in the field of International Humanitarian Law and Doctrine of the International Movement of the Red Cross and Red Crescent.
