Dr. Carlos Montiel, President of the Zulia Red Cross, awarded Dr. Miguel Villarroel the Order Adolfo D’Empaire, in recognition of his humanitarian merits and the support he has given in all moment to fulfill the activity of the Red Cross of the Zulia State.
